the problem with that logis is that it gives a unrealistic impression of what your work is worth to people in the industry, i cant tell you how many times i have dealt with people producing tv pilots and the such who think that puppets should only cost about 300 dollars, and then expect that...
how do you know all that stuff? I'm always amazed at what kind of small details people know. Well that was an interresting story though.

im not sure, i do know that back then many toys were prototyped by henson staffers, but not sure about the mechs,
interesting side note, the fleece used on the kermit toys by fisher-price is the same that is used on the kermit puppets that were built back then and is still used to this day...
they are built in much the same way the muppets are built, lots of patterend foam rubber sheets, antron fleece, ect.ect., if you are new to puppet building i might suggest you attemtp some similar projects to get used to working with the materials before trying something so complex
that wasnt a HENSON made puppet, it was made for retail sale during the hey day of the muppet show by fisher -price, a great toy, and a great example for beginers, the eye mechs on the muppets that are used on tv and film can be much more complicated .
i dont know were to send you for inexpensive wigs, i spent 50 dollars on a wig for a portrait puppet at a local wig store, i think that is low price for a well styled wig, not all puppet materials are cheap,

You cant really buy puppet wigs, you might get lucky witha doll wig , but for the most part you need to buy a regular small wig then, trim them,and purhaps take out a gusset in the back and stich it up again, it can be tricky work. custimize it for your own purposes, try wig stores or costume...

i keep seeing stories here and there, i do think it is still in the design and planning stages, no prinicable actors or anything yet, but the X men guys are very excited about it. i cant wait to see it on the big screen,
