Well, they were taking pot-shots at Toronto and the rest of the country and no one got upset. The whole thing has been blown out of proportion - many media reports claimed the audience was booing Quebec. They weren't. They were booing separtists which is entirely different.

I think there actually has been some paper mache discission recently. One article that is very handy when doing puppets this way is "Paper Mache Rediscovered" By Ronnie Burkett.

And of course now we have the outrage over "Triumphgate" - Triumph the Insult Comic Dog went to Winterfest in Quebec and offended a bunch of French Canadians. People here are really worked up about it. I wrote a piece about it in my blog today.
Ostrich feathers are usually used because, well, they just look cool. They can also be dyed to any colour and are much lighter and thinner than most other types of feathers. You don't have to use them - I've used Emu feathers a lot - but they're pretty neat.

You might have more success working with (light) metal tubes than PVC if you want the pieces to telescope. It can also be cheaper if you can find a good supplier in your area. Many of them will even cut the tubes (which are usually manufactured in 20 ft lengths) to the exact length you need...
If you're describing the same boas that Wal-Mart in Canada carries, they are not Ostrich feather boas, which are much more expensive. The boas with thicker feathers are often turkey feather boas, but it's hard to say. I've even seen ones made with synthetic feathers.
