Both outfits are vaguely magician-like, so it could be either one. He also claimed he once performed the original Elmo, so his memories aren't 100% iron clad.
I think the real reason is that there was no Muppet Wiki back then, so nobody was obsessing over minutia and minor characters. And also the bands appeared infrequently enough that nobody really cared.
The 50 Years DVD does look awful, because really you're looking at an SD version of something produced in HD. That said, the copies of certain bits on there are inexcusably bad.
I think the half-hour change also affects that. When you have an hour show that has 30+ two-minute pieces (and 100+ episodes), there's ample oppertunity for multiple characters to get their due. Now there's basically no niche outside the street story for characters other than Elmo, Abby, or Cookie.
Was he? Telly was in virtually every episode from when Brian handled him until the half hour change. Even then, Telly was around with some frequency because I think Joey was championing for him. I don't expect him to get like his own storyline this season, and apparently he'll barely be around...
MWOZ can be purchased on various sites (including the Disney-owned Movies Anywhere), so why it's not on D+ is strange to me. LTS too; maybe the fact that it was made for NBC has something to do with it?

I had a jury summons last January; I was there a number of hours and never got called to be screened. I got a check for $5 and apparently won't be called again for five years.
