That makes sense. I have to go back and watch Roscoe Orman's interview with the Archive Of American Television. I thought he mentioned there that he did the voice of Hardhead Henry Harris.
He did for the Christmas album, maybe he didn't know the character had been used previously

It's also Loretta as Smart Tina, even though Loretta was Suzetta Something in those sketches. So who knows?

I know he's credited as Hardhead on the Christmas album, but I don't think he did the voice in the sketches on the show. On Muppet Wiki, it says "performer unknown"
To be honest, the more I re-watch some of those skits (one in particular being the Africa skit), he honestly sounds like Matt Robinson when Roosevelt had that deep voice in season 1.
