It's a fairly complex area and really you're best to learn by doing. A good place to buy kits to start out with is Blue Point Engineering. They build and sell a lot of kits for animatronics.
Take a look at Mike Brose's Figure Making Can Be Fun website. Under "Fun Stuff" he has a tutorial on making moving eyes and eyebrows for Ventriloquist Dummies. The same techniques can be adapted for puppets.

Day 3 and 4 were added over the weekend....day off today so I guess I am on Day 5 today. Progress was held up because I had to redo the mouth and make a bunch of minor adjustments to the head.
