If you're looking for puppet...
You probably won't find any. I've never heard of a fabric shop stocking it because it's not a regular fabric, it's more of a specialty material. I bet the L.A. Puppet Guild could save you a lot of time and tell you for sure if you got in touch with them.

No, not on that particular puppet. Three of them do have practical mouths, but the rest (like the one in the picture) just have heads that pivot using a rod control.

I forgot about that. It's interesting that they did that because Jim Henson was very upset when Alf came on the air. According to Bernie Brillstein Jim was very upset he helped Paul Fusco get Alf on NBC and he thought that the Muppets should be Brillstein's only "puppet" client.
Parody is tricky thing - and legally it's open to a lot of interpretation.
Doing some thing like this is absolutely permitted as "fair use" but if a certain mouse-eared copyright owner decided to challenge whether not what you're doing is fair use or not in court you're going to need a lawyer...
Good rule of thumb is one metre (or yard) for each puppet unless it is especially large. If it's a "live hands" puppet I would go for 1 1/2 if you can afford to.
