Try having the foam pre-soaked in hot water to make sure that there are no air pockets in the foam. I work all the bubbles out with the foam submerged in a tub of clear water.
You should find that not only does the foam "not float", but the dye solution is able to soak all the way through...
This looks fun. I bet there are many here who are planning to enter. Perhaps no one wants to let their idea out of the bag.

He is actually a fairly complicated mech to operate. There was not just a simple ring on a string. Your hand also needed to be in an "engaged" position (with the mechs) to actually hold him in a neutral position.
