I would say as soon as possible, especially with the holidays. I used to do a lot of stuff last minute and it's sooo bad and stressful (as everybody already knows). Some people I know if they have a deadline on Friday, will ensure they are done by Wednesday so when (not if) things go wrong there...

This is not those specific designs per se, but the Lady Fromage tutorial on the Puppet 101 blog explains how to build a very similar mouth mech. The tutorial is scattered over several months in 2006-07 at Puppet 101 and you can start reading it from here.
It really depends on what type of mouth you need. For something rigid I've used Corroplast (corrogated plastic, like cardboard except plastic) or even thin sheets of regular plastic. For flexible mouths gasket rubber works well, or even foam covered with fabric.

Haven't tried Tool Dip on foam personally (anybody actually done that?), but another option is covering the foam with brush-on latex. If you take your time and do multiple thin coats it comes out very smooth. You could also cast a beak in latex, but that is a lot more work of course.
