Part of it's the "okay." I don't know why it's funny, but he can say just about anything, tack an "okay" on it, and it gains comic value. Also, you really need to find a way to get the above post out on the internet at large and start a meme. :)
The first time I watched this, Pepe's inspired bit of randomness cracked me up. It reminded me of "I have some loose jello, ok," but even weirder.
The second time I watched it, Kermit's face reacting to Pepe cracked me up even more. :)
