Try to start simple, and learn how to make basic puppets. As you learn new skills you will be able to build more advanced puppets.
There are many books available on puppetry, check your local library. Good luck, and HAVE FUN!:)
I purchased the book on the day of it's release and flew through it. Caroll Spinney has been my hero since I met him at a puppet festival in Boston in the early 70's. I would have liked more behind-the-Bird/Grouch stories, but that may not appeal to the general public.

Sounds as if you saw the "typical" Cincinnati. I have lived here for 10 years now, and somehow survive. There is cool stuff, you just have to dig it up. Last month I produced a puppetSLAM fundraiser for the Cincinnati Area Puppetry Guild, and SOLD OUT the theatre!!!
