He can. In Sonic 2's water levels, there's time where he has to avoid spikes, arrow shooting gargoyles, and submerged robots whilst still be underwater. So, it seems to me that he'd have to be able to swim in order to avoid any of those things.erm...I was meaning that he cant physically swim
