In the earlier days, the focus was clearly on the adults. In the very first episode (and through much of the first season) Arayanna and Ronald were constant fixtures.
A few years later Joey was a mainstay. But clearly the focus was on the grownups. Occasionally a kid might help Big Bird solve a problem, but for the most part they were left to riding their trikes, swinging on the tire swing, playing ball, etc.

During the scene discussing Mr. Hooper’s death, there’s not one kid in sight (except Big Bird). The scene might not have been as powerful with a bunch of kiddies running around.

PETER: I've found that if you have a goal, you might not reach it. But if you don't have one, then you are never disappointed. And I gotta tell you, it feels phenomenal.
KATE: (Pause) Well I guess that makes sense, in a really . . . sad way.
