In his mind, he's doing the right thing by trying to stop witches from using their powers...I'm not picking up anything in his mind that would suggest evil intentions...

This is awkward...you can't take him to a normal psychiatric hospital. Taking him to the MIB may freak him out even more :/

Maybe you should try to be nice to him and convince him not all witches are bad...

That's a good idea. Now the question is, should he stay with us? I guess it would be safer. Who knows what might happen if he's alone.
