When Horatio appeared they just dubbed in Joey's voice do I don't understand why they couldn't do that with Murray especially since he was the only SS Muppet to appear with Joseph Gordon Levitt on camera before
Horatio wasn’t dub by Joey, that was Peter Linz doing the voice. Plus Horatio has been a generic elephant puppet with a history of many performers like Dave Goelz, David Rudman, Marty, and Jen.

Enough with the "recast Murray" pipe dream. They're not gonna do that. Mainly because his role is inessential to the show now; there's no need for a "host," and they're going to stick with Abby-Cookie-Elmo format segments, not ones with non-central characters.
It may be a "pipe dream" but that doesn't mean we can't give opinions on which performer would make a good replacement I think Frankie Cordero would absolutely make a great new performer for Murray if Sesame Workshop ever decided to recast that character

Because he does not have a place in the show anymore. There's no more Word on the Street, or Murray Has a Little Lamb, or little tune-in bits. That's where Joey was most comfortable putting Murray and all those things are gone. And they're suddenly not going to bring them back just because they start to think "Gee, so-and-so might've made a good Murray replacement."

Plus Murray’s was basically a creation of Joey from the ground up. It’s hard to take over a character like that.

I’m going to use my last resort card, but remember Elmo went to two other generations of performers before Kevin got him. Also, it took until 2015 to get an Oscar understudy.

Harvey himself (the blue monster puppet) after years of absence aside from the sculpture on the color songs returned this time without the black hair and eyebrows, has shorter horns and green eyelids as well as the orange nose who's one of the secret gems. It's odd he got a haircut ever since the 90's Canadian special.
