Looking at Oscar’s movements, it honestly looks like Caroll is still puppeteering him there, though it’s hard to tell as well. I would otherwise guess it could be possible Jerry was performing him with how he and Billy appear to be a little slow with lip-syncing.

I would assume Jerry was doing Herry there (even if his voice isn't heard).
