I would go with something like you would for a normal puppet... probably 1/2" or 1" polyfoam. You can get it at Joann's Fabrics or a bunch of places on line.

You can try gasket rubber for the mouth plate. that's what I use. I get them in small sheets in stores like Lowes or Home Depot. I'm not sure if they have stores in australia but any large home store should have them in the plumbing department.

I use welding rods for my arm rods, they're very light but very sturdy. I bet they could hold the weight. I get the 1/8" ones at Lowes

So you think as long as I don't mass produce them and keep them sort of light and funny I should be okay?

Does anyone know the legalities of making puppets that look like say a celebrity? Or a movie character? I have several ideas for them but I'm not sure if I can legally build and sell them. Anyone know?
