Not in any practical sense, although legally if you live in a state or country that prohibits people under the age of majority from entering a contest you would be disqualified but since this is a judged contest and not a random draw thing I can't think of a place in North America where that is...
I've had this problem too - I've seen ping pong balls cut perfectly in half and I don't know how people manage it.
What about using half-dome eyes? They come in a variety of sizes and are pretty cheap; I think they cost $1.50 or so per pair if you buy them wholesale.

I'm not sure if a pattern can be copyrighted, or if it has to be patented in the US. You can copyright a document that contains a pattern I suppose though so I'm just not sure.

I've never actually seen one of these in person, but I don't think they use styrofoam for the eyes. All of the characters on their web site (click here ) appear to be plastic.
The bad news: something that specific you probably need to get a lawyer to draft. It'll cost at least a few hundred dollars, possibly a lot more.

I think using regular fleece would be OK but I would machine sew the puppet rather than hand stitch it so there's less risk of little bits of thread coming loose. If you use plastic eyes, make sure they are large ping-pong ball like ones and secure them on very, very well. Don't use any paints...
Uhhhh.....no offense, but holding the head between your legs while you use a belt sander is - to put it politely - a very bad idea.
After having witnessed someone get part of their leg accidently sanded down to the bone I don't recommend this. If you're using drills, belt sanders, etc. secure...
As always, a quick search of the puppetry forum will turn up most of the answers you seek; people have suggested numerous online sources for fake fur in old threads. As for foam, try looking in your local Yellow Pages under "foam" or check fabric and upholstry stores.
