I know many people do puppets that are suspiciously similar to the patterns that David P. produces; personally I like the approach of John Kennedy - he encourages people to make the puppets in his book and sell them at fairs and craft shows.
If by "Muppet" you mean a hand/rod or "live hands" puppet there are several people here who build puppets in a whole range of styles and prices. Browse through the threads to see people's work (I seem to get in trouble when I recommend someone!).

Another think that I've heard some people do to work out 3D designs is they design their puppet in a basic 3D modelling program using primative shapes so they know what shapes they need to make to create...
Just a thought - why not order the NTSC videos and get someone in the UK to convert them for you? Here in Canada there are places that do NTSC/PAL/SECAM conversions all over and many of them are very reasonable. There has to be an affordable way for you to get them converted locally.
I think it's fair to say that's somewhat similar to (and probably partially inspired by) The Muppets Make Puppets. Both books are good "puppet making craft" books, but I think Puppet Mania's projects are a little more imaginative. I never really got any new ideas reading The Muppets Make Puppets...

It's pretty common in film, TV and even theatre to have several versions of the same puppet, each built for specific effects or sometimes because of costuming requirements. Usually you have one or more "hero" puppets that are used most of the time and then others built so they can perform...

Just as a general rule you should make the puppet so that the mouth is naturally open, not closed. In my experience mouths work a lot better that way, especially narrower ones.
You could try using a compressor for the flock after spraying the head with Super77. I've never tried that so I'm not sure if it would work or not.
I believe there are small flocking wands available for around $200; a lot of money but much cheaper than $500. Ravagefrackle probably knows more...
