I think the easier thing to do is just either stage puppets so that the arm rods are mostly out of shot (for film/video) or not worry about it because the audience doesn't notice if the performance is good (live puppetry). I'd be interested to see what you design though.

Not sure what you're doing exactly but doing a hard shell using PVC pipe sounds like an odd choice. Really, the padded fursuit approach is probable the way to go for the body at least.
