Re: webcams, I think that's a great idea but buy the more expensive, 30fps models. The cheap ones are 15fps and very jerky.

All of the resources you mention are good, probably the best way to attempt it (or at least the way I'd do it) is to use the "wedge method" to make the head since it's a round shape. That will probably work better than the methods they describe in the Foam Book. I have a partial tutorial on how...

I think the easier thing to do is just either stage puppets so that the arm rods are mostly out of shot (for film/video) or not worry about it because the audience doesn't notice if the performance is good (live puppetry).

I'm going to hazard a guess and say this is non-union. I don't actually know that, but I don't think that any of Disney's other performers are unionized (outside of film/TV).

Not sure what you're doing exactly but doing a hard shell using PVC pipe sounds like an odd choice. Really, the padded fursuit approach is probable the way to go for the body at least.
