I hope the artists brought to the project are indeed class acts and do the soundtrack justice. The addition of "big names" should give the film stronger legs and provide added value to a (hopefully by then) still hot property.

I've never cared for Lionsgate. Any company that prints their stock market code on the back of their DVDs (instead of, say, their customer service contact info) clearly has their priorities in the wrong place. And like you, I don't have any Turtles DVDs past three or four. I gave up on them...

No one should feel forced to buy anything. Keep in mind, however, there is no sign of an individual Season 4 at the moment, the future of the Fraggles on home video is unclear and the complete series has been significantly reduced in price (and could possibly drop further).
