From Late Night With Jimmy Fallon, to the View, to Scrubs, (to yes, even Elmo with The Office creator Ricky Gervais) the Muppets have been everywhere on tv.
Well recently the Muppets even had a random cameo on 30 Rock...
Did you see the 10 minute Jim Henson Hour pitch tape as well as the Inner Tube pilot? There's virtually no Muppet looking characters, but almost all creature shop/full bodied creature shop puppet characters.
I guess for me Creatures is defined by me as characters designed by the Jim Henson...

We I think it could be both, or at least we see Fraggles interact with Muppets and Sesame Street(MTM, MFC, Remembering Jim Henson, etc) I like the idea of "outer space", I think it bridges the gap.
Within canon, perhaps the Fraggle main group were in Fraggle Rock but then had to get jobs...
