There is no reason why they should be. Music rights will have to be negotiated for each country the discs are to be released in. The BBFC runtimes will be correct - it would be illegal for them to be anything else - so cuts made for (eg) Australia have no bearing on the UK release.

It's a slight corruption of the French garde a l'eau - literally, "look out for the water". It wasn't used throughout the country either - it's mainly associated with Edinburgh.

All the running times quoted above are approximately 20 seconds shorter than they should be. 20 seconds is the difference in running time between the Season 1 titles and the Season 2 titles. At this point, my money's on the shows being uncut but with replacement opening titles.

Sorry dude, but you're wrong ;-) What you're thinking of applies solely to material that was acquired at 24fps, such as film. The Muppet Show was shot on videotape at 50 fields per second (25fps). There will be no difference in running time...
Hmmm...all shows apart from Joel Grey should run to approximately 25'30". Joel Grey should run to about 26 minutes with the two Newsflashes, or 25'30" without.
I'd say we're looking at cuts.
The US DVD has the Mummenschanz ep running to exactly 25'30", for example.

If you're referring to the Muppet Show, then it's due out in the UK in November, and I think there's a German release due around the same time. If you're referring to Fraggle Rock, then I don't know :-(
There are a number of songs on the soundtrack album which do not feature in the movie. I think this has been discussed before - I seem to remember someone mentioning that while the songs were recorded, no filming ever took place.
