Who said it was either UK or episode 1? 'Episode 1' could just as easily mean 'episode 1 of 2 to be shown this weekend', and we have absolutely no idea whether they are using the UK or US tapes.

Presumably the paperwork for those 12 episodes survived along with the tapes. The last I heard, those 12 were the only ones Henson had; I don't know when or where they acquired the tapes, but it's more than likely that they would have received the documentation at the same time.
Yes, they've been up for quite a while now. Both were known to exist prior to this - 'Marooned' was released on VHS in the 80s, and there are at least a couple of off-air recordings of 'Bells' knocking about.
No it isn't :-) Of the 24 episodes which made up the first series, 12 are known to exist, albeit only one in broadcast-quality ('Capture the Moon', released on DVD).
I was told that the former TVS archive was sent to Disney by ITV some time last year; my source didn't elaborate on this, so it is possible that the tapes were transferred to Disney's UK office, yes.

To clear up a few misconceptions...
1. The episodes weren't destroyed because there wasn't space to store them; the UK co-producer, TVS, lost its franchise in the early 90s and closed down. Its archive was sold off, and after a few changes in ownership eventually passed to Disney...
Yeah, there's a lot of stuff missing. The very earliest TV programmes weren't recorded because it simply wasn't possible - the first practical video-recorder was introduced in the mid-50s and prior to that the only way to preserve a programme for posterity was literally to point a film-camera...
Updates! After some more research, it turns out that the BFI don't have quite as many episodes as I thought, but they definitely have broadcast-quality (and thus suitable for DVD release) copies of 17 shows which are not included on the existing DVDs. They also hold two episodes which are out...
Actually, the NTSC tapes aren't too bad considering they're Betamax recordings from the late 70s/early 80s, and of course they were dubbed straight from the broadcast masters. The main reason the above screenshot looks poor is that it was transferred on domestic kit and hasn't been graded yet...
