Well actually if I'm correct you can give your tape to someone else and they are allowed to make 1 copy themselves. You are not allowed to copy it for them. No matter if you get payed or not. That's irrelevant. I believe there is a rule about copying stuff for study purposes though.
I'm from the Netherlands aswell and I have the same problem. I just bought some standard wiggly eyes from the fabric store. The spoon thing might also work well though. Haven't tried that myself yet.
