I'm starting to think "core" characters is starting to mean keeping a select few puppeteers on staff at a time. With all the crap about the older actors being "fired," I'm starting to think it's just general cheapness and employing as few cast members, actor or puppeteer, at a time.

If it exists as a script, it technically exists. Films usually get smacked down in the preproduction phase like that. Some films get an announcement and a slight outline and disappear forever and are counted as "lost."
Then of course the problem is the term "lost" media is pretty stretched...
