I remember in some old SS episodes. Bert was on the street taking care of his baby nephew Brad. Brad was a smaller version of Bert only he had red hair and spoke in goo goo noises. Probably Richard Hunt did Brad because he sounded a lot like Beaker.

I'm guessing that Grover is an adult or a teen since in a few skits, he was a taxi driver. And I don't think you can give a kid a driver's licsence. Grover also seems like a senior monster who tries to give the younger monsters lectures. Kind of like a big brother.
