Beard can just be pinned on. That's how wigs and features are kept on whatnots. Tattoo would depend on what your design is. Like if it's on the arm, you could make the arm removable with velcro, press stud, or also just pinned on.

I've used foam backed vinyl and it works great. Some bin scavenged offcuts I had that was used for marine roof lining. It was already together, but it'd be as simple as gluing a thin sheet of foam to some vinyl or leather and bob's your monkey's uncle.

Hobby Eletronics store. I don't know what the go with be there in the states.. radioshack? Those bits and pieces for hobby electronics kits are easy to come by and there's a ton of different types of switches like toggle switches. If all else fails, there's always google and ebay.
