Exactly! And one thing South Park does not do is say "that's just the way it is." It may not be everyone's style, but it does do good things (as far as any TV show can anyway).
We have a ton of TV shows that show how awful the world is. Point out a problem that needs pointing out and offer solutions or at least inspiration. If we didn't have racial tension and wars in the world, Fraggle Rock would not have been necessary.
No you don't always need it. But that doesn't mean it's never funny. Most of the time it isn't, in my opinion. But on South Park, the point is these are jaded, intelligent kids living in a corrupt world run by adults that are not very bright (pretty true to life in many cases!). It's shocking...

And for the record, South Park once did an episode where the kids try to convince the town that they're all cursing too much. Because if it's done too often, it looses its impact. I definitely admire them for that. ;)
Well just to clarify, I don't like cursing myself. I think in real life it's a sign that you have nothing to say. Like I said, South Park knows how and where to place them in a fictional context. ;)
