In Australia you should try Clark Rubber. They have locations throughout Australia and I think they sell both reticulated foam and polyfoam. The reticulated foam is likely sold as filter foam, but the best thing to do is go in to a store and see if you can get a sample or at least see it...
It's not that the Project Puppet patterns aren't worth it, I just think you would need to make a lot of modifications to get the head shapes you're looking for.

I think the "From Sketch To Show" videos (the first two) would be the most helpful resource for you. The Project Puppet patterns are great if you need the specific shapes (or a minor variation of them).

Foam will dull any kind of blade, scissors or sharp edge very quickly, but if you put just a tiny bit of oil (3-in-1 oil is best in my experience, but even vegetable oil or olive oil will work if you don't have anything else) it will extend the life of the blades and save you a lot of money.
