Why is the MC clock 10 minutes fast?

Well, if it's 1:38 pm, then it's only 2 minutes fast because my clock says...well, 1 minute fast because my clock on my computer says 1:37pm.

And, of course, it could be set fast in case the electricity goes out for that period of time, and then we're all on the correct time!
