They made a brief cameo appearance in the Elmo's World of Wild Animals segment. Circa 2003, anytime some one said "it's like there's a bunch of wild animals in here", or "you're behaving like a pack of wild animals", one of them would reply, "psst, we ARE wild'animals!"

Yeah, I know, but we are referring to the Sesame Street penguins.

But was it Davey and Joey or were they just meant to be "random monkeys"?

No it was them all right, they just weren't addressed as Davey or Joey. But it was them all right.
