About a hundred years ago, some evil witches killed my sister and unleashed a dragon on the city...that combined with werewolf and vampire attacks caused monsters to be banned from the city.

What's worse is they presented her petrified body to the city, claiming she was a statue meant to ward off monsters...

Sadly, it's true. And everything that reminded people of monsters, like Halloween or gargoyle statues, were destroyed or banned. Luckily, her petrified body was saved by the MIB.

But why? Why would witches just attack and kill your sister and unleash a dragon for no reason...unless there is a reason that I'm not aware of...some strange and perverse reason...

Well, witches can go crazy if they don't have someone close to them. I reckon they didn't have anyone and pretended to be nice witches who just want to protect humans. But Johnny's sister saw through their lie, confronted them and was killed...
