*concentrates on bracelet, bracelet floats up into the air in front of Hubert and stays there*

*bracelet remains on the ground, but the ketch-pad, pencil and eraser start floating a few feet off the ground*

I feel bad for all these people we keep hurting...we're just randomly destroying people when we don't know much about them...for all we know that guy put that bracelet on you to temporarily stall your powers because he knew that scientists had just tracked you down and wanted you to appear to be a normal person to them so that you could get away...

But he could also have tried to prevent me from using my powers when I would need them, Hubert. Oh well, I will simply not rip off his most valuable part and simply hit hhim on the head.

Yep, maybe the MIB can tell us more about this bracelet and why someone would use it on witches. Who knows, maybe it prevents other creatures from using their powers?
