Ummm...Velma has had about 4 voice actresses over the last 30-something years. Only Fred has had the same voice since the very beginning. Shaggy was a close second, until Billy West replaced Casey Kasem for the late-90's direct-to-video movies.

Aight, I bow to your superior wisdom...I had just seen something on the making of SD and the Cyber Chase, and it mentioned that the Velma lady there had been the same actress voicing Velma from the beginning...guess that was wrong. I know everyone and their dog has voiced Daphne, but didn't know that about Jinky-Girl.
