By making a mould. Out of clay for example..

Just a (minor) technical point, but Vacuum forming does not involve making a mould. Moulds are a negative impression of an object, from which you can cast a positive.

Vacuum forming involves taking a positive - like a shape you sculpt - and then forming another object over top of it. Vacuum forming a mould probably wouldn't work very well, but you're quite correct that it's a great way to duplicate a shape to make eyes. :smile:
