He's not Gord Robertson; Gord did Chip as an actual character on the Jim Henson Hour. Chip just had a silent appearance in MFS.
My name's Greg Jarnigan. I only performed Chip in one beach sequence, the one where he's in the crowd holding a lil' flash-camera. My 15 seconds of fame, folks!

Gord was the puppeteer who performed Chip when he was an actual character on the Jim Henson Hour.

Gord(on) Robertson, a Canadian puppeteer. He's also been Fingers the giant purple raccoon who lived in a dumpster behind the titular CHARLIE HORSE MUSIC PIZZA, as well as Zoboomafoo.

He also did the bus on Lamb Chop's Play Along.
