You took the words right out of my mouth. It's a given that all characters evolve and develop. Just take a look at the the different versions of Mickey Mouse for instance. And yeah, depends a lot on the animators, directors, etc.

I wouldn't really say there were two Elmer Fudd's. He went through a style change. As Bear said, all cartoons and even the muppets go through style changes. Look at Miss Piggy. Or even a very early Kermit.
Looks like they actually got some drawing lessons since the 80's. If you look at the first book, the art was VERY sloppy.
I find it funny that some of them, like Woody Woodpecker and the Looney Tunes, eventually, they change to look like something similar as when they first appeared. The New Woody Woodpeck looks like a better drawn version of the first one, and for a time around Back in Action the Looney Tunes looked similar to Bob Clampett's original designs. At least they look like how they would have if Bob were still with us today.
But yeah, with Elmer, a bigger head was easier to animate, especially when running.
