I've always noticed that these three characters have been seen together on merchandise, but have they ever interacted with each other on the show?

Sure; remember when they did "Little Red Riding Hood and the Oat Bran Cookies"?

Ironically, all three appeared together in a reference from "American Dad".

And there was the cookie flu episode where they were all together along with Zoe, Gordon and Maria.

And don't forget "A Celebration of Me, Grover!"

BIG BIRD: "Cookie! Don't eat the prize!"
ELMO: "Yeah, that's for Grover"
COOKIE: "Oh yeah, me almost forgot!"

They were also all together in Adventures of Elmo in Grouchland. Big Bird and Elmo have been together a lot; so have Bird and Cookie. All 3 of them have been seen together quite often.
