Personally, I kinda liked Annie and Oakley, but they only appeared that one time. Yeah, a 2-member female Team Rocket team? Nah, just let 'em get lost in the footnotes of the show's history.
But I gotta agree with choosing Jesse since I've grown up with the full run of the series and have come to know her as one of the core characters from the overall franchise.
