Mouth Plates can be made of anything that works. Usually cardboard, pliable plastic, or gasket rubber. usually its two pieces hinged with something else that's pliable, or its one piece that is scored.

They're feathers, but if you're producing a less expensive version, a novelty yarn or fur might be easier to find. Although feather marabou boas aren't terribly expensive....

As far as measuring a mouth, it really depends on how you're constructing the head first...Best thing I do is to cut a larger piece of fabric, pin that in to see if it will work, then slice it down from there. Then...
At the foam store they use an electric carving knife for cutting. I have scissors set aside for foam (since, like paper, it will dull your scissors over time).
