Technically, yes, you could finagle 3 full heads and all the foam hands out of the two sheets of foam. However, I wouldn't recommend it. It would require a "creative" pattern layout, plus it would leave very little foam left for the characters' features.

The patterns in the Forma Series really require minimal sewing.
Sam the Eagle, I believe, is patterned sheet foam. In the Muppet Shows, the foam was left uncovered. In some later movies (I think Muppet Treasure Island) Sam's head was covered with fleece.

If you are making a realistic cat puppet, then of course your head shape has already been defined. I'd use tons of reference photos of a single cat for a project like that.
However, if your cat is a more puppety (cartoonish) character, use a head shape that best represents his personality...
The dark brown fur that's linked to in the original post, looks like it may work for the body. I'd ask the company to send a swatch before you buy, just to make sure. Seems like they would send you one. You can't really get a perfect representation of color from a website. I didn't really see...
Hey rtgentry. I ran across this site the other day. Looks like they carry a similar fur to Rowlf's fur here. I've never ordered from them before, but it looks like they have some cool fur (not to mention their prices look almost too good to be true). Hope this helps!

Also, the materials used to build the puppet should be fairly standard, readily available materials. If the character is to be a monster, probably a short nap fur in a common color should be used.

I wouldn't use regular upholstery foam from a fabric store for Gonzo's nose. I don't think you'd be happy with the results. Scott foam, reticulated foam, filter foam, open cell foam, whatever you would like to call it, is what you need. It looks like gfarkwort over in the Puppeteer's Resource...
