I actually thought it had something to do with the whole "naked" little girl thing as well, but apparently, they did it to show how little kids, IRL, get attached to certain things, in this case clothing, and just wear it out.
In this case, they wanted to show Zoe is really attached to her...
I remember reading in Caroll's book that whenever Big Bird makes appearances like that (the original Hollywood Squares for example) gives him a chance to allow Big Bird to go just a little bit edgier in jokes and dialogue by SST standards...
