Not off-the-shelf as such. You would typically buy your player from a supplier who would make the necessary modifications before shipping it to you.
There is also no such thing as "region 0". There are "all-region" players, and "all-region" discs.
The usual complete set of mods covers...
Ok, let's clear up a few things :-)
"PAL" - which isn't actually the correct way to refer to the system - runs at 25fps, not 24. Film runs at 24. "NTSC" (also incorrect) runs at approximately 29.97.
"Scan rate" is the correct term for the above numbers, although technically the scan rate...
There was a thread on alt.fan.pratchett some time ago about the different breeds of haggis, and the best way to catch them, and a couple of people posted the poem.
The full thread is here, if you're interested: http://www.ie.lspace.org/fandom/afp/timelines/haggis.html

Haggis is great!
Much to his Mum and Dad's dismay
Horace ate himself one day.
He didn't stop to say his grace,
He just sat down and ate his face.
"We can't have this!" his Dad declared,
"If that lad's ate, he should be shared."
But even as he spoke they saw
Horace eating more and more...
All home video releases of MTI in the UK have the above dialogue changes. I don't know if this also applies to TV screenings of the movie. The movie was shown uncut in cinemas.
"Titanic" was screened on BBC1 a few weeks ago, starting before the watershed. All language prior to 9pm was altered or cut, anything after 9pm was left alone...
But what really gets up my nose is when a broadcaster decides to cut a show so that it can be shown in an earlier slot! BBC2 is...
Bear in mind that these changes were made several years ago when the British censors were a bit more uptight :-) The guidelines have been relaxed considerably in the last few years, so it's a shame that Disney didn't resubmit the original cut of the film for the DVD release - it might have been...
I've recently obtained a copy of the original uncut airing of this special, and I was wondering about some things:
After two of the commercial breaks, when the show resumes it starts off with a shot over which is superimposed the "MFC" title graphic. In the case of the first break, the...
*rubs eyes sleepily*
I think I may have overslept...by a few weeks...dang... Can I leave an alarm-call for 2004 please?
Meantimes, for those of you who were wondering what this room looks like, here's a part of it:

A decent SVHS deck will give you a better picture than a standard VHS one, but it won't fix the stability problems you're having - you'll still need a TBC for that.
A DVD recorder will have one built in, so if all you're after is just copying tape to disc, that's definitely the best bet. You...
Ok :-)
First up: if you can, you're always best using the S-Video input, even when copying from normal VHS.
TBCs: you're in the US, I'm in the UK. The only suppliers I know are UK ones :-) The unit I use is the DataVideo TBC-1000, which is pretty good. However, if you're going to get...
The single most important thing you need is a time-base corrector. VHS recordings - which I assume is what you're working from - are extrememly poor quality, and very unstable.
A video signal consists of several components, the most important of which is the synchronisation. This is what...
