One piece of advice: slow down!! It's awesome to see someone so enthusiastic but don't try tackling everything at once. Some of the techniques you're jumping in to take a few years to get down pat.

My suggestion is to order Michael Brose's "Figure Making Can Be Fun". It's intended for Vent dummy construction but the techniques in it can be easily adapted to foam puppets. In it he covers off how to make a wide range of mechs.

Should work, I used to live near an actual foam store and they used these. You should look in to a lubricant that can be used safely on the blade because they tend to dull quickly.
"Rubber cement" and "contact cement" tend to be used interchangably (I am not even sure if there is any difference). First make sure the adhesive you're using is suitable for foam; most glues should have this information on their label or packaging.

Just don't waste your money on a plastic machine that is under $500. The ones WalMart sells for $200-300 are particularly bad imho. If you want a new machine buy an industrial one. They are the only ones that last but they are expensive.

That picture is not accurate by the way. It was an early prototype. The actual plush should be much closer to the puppet seen in the episode.
The Creature Shop uses a very sophisticated version of this technique as an extension of their Performance Control System. I believe they first used it on either Babe or the live action 101 Dalmatians in the mid-90s.

On the subject of lip-sync vs. live audio, live audio is definately the way to go. In some situations in puppet theatre it's necessary to lip sync to voice tracks, but you loose a lot of sponteniaty.
