If parents made such a big deal out of Alistair Cookie having a smoking pipe (even if he didn't actually smoke it), why didn't they think to make it a bubble pipe? Kids love those things, and I'm sure seeing Cookie blow bubbles out of a pipe wouldn't have done much "harm".
Did Saturday Morning have a lot of commercials back in the day? I'm trying to figure out why Classic Saturday Morning shows have average running times of 21 and 22 minutes when 21-22 minutes without commercials wasn't even the norm till the 90s and 2000s.
Based on those two suggestions, I'd probably go with your second choice, I think that would probably help keep costs down (I believe the gargoyle head alone would probably require a lot of carving and flocking) and would be a lot simpler to construct.
