Jerry is still doing the Count, and some Muppet Characters. I think he could come back for Fraggle extras. I just think he doesn't want to daily work load of sesame street, and is looking to the future when he won't be able to continue the characters and wants to make sure they are in good hands...
Robin Williams also did a Sesame Street segment on how to tell if you're shoe is alive or not. I remember him watering it (to see if it grew) and putting a banana in it (to see if it ate), and then putting the wet banana-filled shoe back on. It was funny.
Toto does not need to be a dog. Although the book (and movie) have Toto as a dog, the character has been other species. In the 1902 stage production, Toto was replaced by Dorothy's pet cow Imogene, probably because it was easier to fit an actor inside a cow costume than a little black dog...

How about commentaries by the Fraggles? Picture hearing Gobo, Reb, Wembly, Mokey, and Boober talking about episodes of the show. That could be fun for the performers to do, revist the characters, and no rebuilding puppets required. Plus imagine the banter the 5 could come up with.

If HIT does release the show this way, 3 episodes a release, it will take 32 Volumes to release the entire show. And at $15 would cost you $480 to get all 96 episdoes (that's about $5 an episode - not counting special features) and would take probally 4-10 years until they would all be released...
