I've read "The Wizard of Oz" by Frank L. Baum and I don't remember any characters like Statler and Waldorf's being in the book. Granted, it's been quite a few years since I've read it, but more than likely they were just invented for the movie.

I remember Harvey Kneeslapper and most of his appearances consisted of him making a corny joke and slapping either a number or letter on someone shirt and running off, laughing hysterically while the other person looked peeved. I don't remember the #3 sketch in question right off-hand though...
