That's not always the case ... I mean, several Britcoms are seen on PBS. However, in a way, what frogboy's saying makes sense, what with steering clear of the different accent and all. To vouch, I can think of two British TV projects that have aired in the States with altered voice tracks...

My suggestion: go for anything from the "Muppet Show" Playhouse Video series or the Jim Henson Play-Along Video series. Those are highly sought after, if I'm not...
As far as I know, that only exists in one of my numerous SS books. I don't remember which one, but I know it's a 3-part story called "The Boy, The Girl and the Jellybeans", and it's meant to demonstrate emotions. It dates back to 1971 if I'm not mistaken.
