I've seen it on Plaza Sésamo. I actually haven't seen much of him at all. I have seen that one, and the one where he invented foot snuggies (socks). The only ones I have seen on Noggin were a bit unusual, as I understand.

Scooter, (since you know so much) was that song you're talking about originally part of a street plot? Because if it was, they did continue to use it as in insert. I think they used to do that quite often.
Actually, I think those were done by Frank Oz. That was right before he left the show. Anything after that was either David Rudman, or Eric Jacobson. But these segments you are talking about were with Frank Oz.
One of my favorite Sesame Street Christmas moments, I don't think it was ever on the show, it was on the album Merry Christmas. They did a Sesame Street version of the 12 Days of Christmas. Here's how it went:
