Actaully, it was the video quality, not the audio quality. It looked like it was a poorly created film. Another sketch like this was "Between Song" with a Green AM between 2 monsters.
Believe it or not, I think it was the final Season 25 episode that ever aired on Noggin purposely. I actually remember the following Father's Day, they aired show #3160, where Elmo was pretending to be a baby, and Rosita and Big Bird were pretending to be his parents. That, I can understand...
Actually, it appears to me that Noggin is no longer showing episodes from the 1998-99 season (Season 30). All they're showing is Season 31.
And don't get your hopes up too much, because for awhile, it said that PWMS would be back on for May as well, but then they decided to do another month...
Actually, the thing is, a lot of that music that's used in films does not actually belong to Sesame Street. They get it from some library of music that can be used anywhere. Many old films were like this, even to this day.

Coincidently, one of the PBS stations I get here is NHPTV out of New Hampshire, and it is also channel 11. They did air some collages of all different shows on PBS, and one of them was a shot of the clock in the "Pinball" animation pointing to the number 11. WGBH Channel 2 in Boston never did...
